<br />MINUTES Page 7 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 20, 2006 <br /> <br />Councilmember Starosciak commented that Barbara Sidari is a good candidate. <br />She noted that the process requires three names to be submitted by the School <br />District. Councilmember Starosciak stated she disagrees with the process and <br />believes that the District should only need to put forward one name. <br />Councilmember Starosciak commented that she believes the other person named <br />by the District, Diana Souza, has been doing a good job as the current <br />representative and for this reason, she would abstain from the vote. <br /> <br />The City Council approved the nomination of Barbara Sidari to the <br />Recreation and Parks Commission for San Lorenzo Unified School District <br />representation. <br /> <br />M/S/C Stephens and Badger. Ayes: 5; Noes: 0; Abstain: 2 (Nardine and <br />Starosciak) <br /> <br />. Minute Order No. 2006-030, Motion Nominating Member to Personnel <br />Relations Board for At-Large Representation-Bill Jardin. (1016) <br /> <br />The City Council approved the nomination of Bill Jardin to the Personnel <br />Relations Board for At-Large representation. <br /> <br />M/S/C Santos and Stephens. Ayes: 7; Noes: 0 <br /> <br />C. Report on Closed Session Actions Taken <br /> <br />None. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmember Grant provided an update on the Alameda County Housing Authority. <br />She reported that the number of Section 8 vouchers being used in this community <br />increased by about 100 this year, and other communities are also experiencing increases <br />in Section 8 voucher use. <br /> <br />Mayor Young reported that the Metropolitan Transportation Commission (MTC) <br />announced a meeting of the High Speed Rail Authority on Wednesday in Oakland to <br />discuss new alignment options for a rail line from Los Angeles. A $9.95 billion bond <br />measure will be placed on the November statewide ballot this year to fund the project. <br />Passage of the bond measure would allow construction of high speed rail lines between <br />the Bay Area and Southern California in the next several years. <br /> <br />Mayor Young noted that the Universal Waste Law went into effect on February 9,2006. <br />The law requires the proper disposal of batteries and fluorescent lights and prohibits <br />these items from being put in the trash.
