<br />MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 20, 2006 <br /> <br />By consensus, the City Council approved this recommendation to <br />schedule a work session. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Santos commented on a business named Recycled Lights and asked if it had <br />a business license. <br /> <br />Councilmember Santos commented that Mr. Filipovich has attended meetings for many years <br />and on occasion has addressed the Council in a threatening manner. He suggested the <br />Council could set rules of decorum for the public to address the Council and that the matter <br />could be referred to the City Council Rules and Communications Committee. Mayor Young <br />pointed out that the City Council does have rules of decorum which are printed on the back of <br />the speaker card and the cover of the meeting agenda and are posted on the wall of the <br />Chamber. <br /> <br />Councilmember Santos commented on the dam that burst in Kauai and the ensuing flooding. <br />He expressed concerns regarding the safety of Lake Chabot Dam in the event of a major <br />earthquake and suggested that an outside agency inspect the dam to ensure a similar situation <br />does not occur in San Leandro. <br /> <br />Councilmember Nardine referred to an earlier comment by Mr. Filipovich and stated that it <br />was in reference to her question at the March 6, 2006 meeting regarding whether the project at <br />14340 Washington A venue was in a redevelopment area. <br /> <br />Councilmember Nardine commented that the reflection of the late afternoon sun from the <br />windows of the new Washington Manor library is causing a hazard for motorists. <br /> <br />Mayor Young commented that the minutes of the last meeting indicate that the Zoning Code <br />amendments requiring establishments which sell liquor to be located a minimum distance <br />from public and private schools but not daycare facilities. She suggested that the matter be <br />referred to staff to research the possibility of further amending the ordinance to include <br />daycare facilities. <br /> <br />Mayor Young announced the following presentations made this month: <br />II A Proclamation was issued declaring April 2-S, 2006 as "Week of the Young Child" in San <br />Leandro. <br />.. A Commendation was presented to Orchard Supply Hardware on its 75th Anniversary. <br />II A Proclamation was issued declaring February 23,2006 as "Career Day" in San Leandro in <br />recognition of the San Leandro African American Business Council's 2006 Annual Career <br />Day at San Leandro High School. <br />II A Proclamation was issued declaring March 12-1S, 2006 as "Portuguese Immigrant Week" <br />in San Leandro. <br />II A Certificate was issued proclaiming "Dale and Donna Reed Day" in San Leandro in <br />recognition of their dedication and commitment to the community. <br />
