<br />MINUTES Page 2 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Public Financing Authority <br />Joint Meeting-May 15,2006 <br /> <br />Mayor Young thanked Vice Mayor Grant for conducting the meeting in her absence. <br /> <br />B. Presentation on the 1-238 Widening Project Update by Art Dao, Deputy Director, <br />Alameda County Transportation hnprovement Authority (ACTIA) [provides an <br />overview of the planned construction, the Transportation Management Plan (TMP) <br />which describes how construction related traffic will be handled, and the planned <br />informational outreach for the project]. <br /> <br />Mr. Dao gave a PowerPoint presentation providing an update on the 1-238 Widening <br />Project, one of 27 capital projects in the Alameda County Measure B Expenditure <br />Plan. This project is sponsored by ACTIA, the California Department of <br />Transportation (Caltrans), and the Federal Highway Administration (FHWA). After <br />presenting the project background, existing conditions, and project description, Mr. <br />Dao introduced Mark Zabaneh for the second half of the presentation. <br /> <br />Mr. Zabaneh, Caltrans Project Management Division Chief for Alameda and Contra <br />Costa counties, continued the PowerPoint presentation with the 1-238 TMP which <br />provides details on the local roadway and freeway closures, construction strategies, <br />and public outreach strategies. <br /> <br />Mayor Young inquired whether the Caltrans property north of Target will be used as a <br />staging area for construction. Mr. Zabaneh indicated that the contract will not <br />exclude the contractor from using the area, and Mr. Dao stated the specifications will <br />include a good neighbor policy in which the contractor will be responsible for <br />screening and cleaning up. Mr. Zabaneh further indicated that Caltrans will have <br />monthly meetings with City staff on the construction schedule and progress during the <br />project. <br /> <br />Vice Mayor Grant expressed concerns regarding the noise generated from night <br />construction work and traffic detours onto Springlake Drive, a residential street. She <br />stressed the need for public outreach and attention to concerns expressed by local <br />residents. <br /> <br />Councilmember Starosciak suggested diverting traffic onto Grant Avenue in San <br />Lorenzo for the Lewelling Boulevard closure to alleviate possible high traffic on <br />Springlake Drive. She also requested that Caltrans inform the San Lorenzo Unified <br />School District due to the project's proximity to San Lorenzo High School. <br /> <br />Councilmember Stephens expressed concerns regarding traffic impacts during <br />construction. Mr. Zabaneh clarified that roadway and freeway closures will take place <br />during off-peak hours and should not pose traffic congestion. Councilmember <br />Stephens asked if 1-238 traffic will be rerouted to other roads or freeways, namely 1- <br />580. Mr. Zabaneh stated that no reroutes are planned since heavy traffic will not be <br />expected at night. <br />
