<br />MINUTES Page 3 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Public Financing Authority <br />Joint Meeting-May 15, 2006 <br /> <br />Councilmember Nardine inquired whether the hotline will be answered by prompts or <br />a live person. Steven Williams, Public Information Officer with Caltrans, indicated <br />that the hotline will be handled by prompts with timely return of calls. The website <br />information on the project will be updated on a daily basis. <br /> <br />Councilmember Santos expressed concerns for workers' safety and noise mitigation. <br />Mr. Dao indicated that standard block walls, with frontage landscape in most cases, <br />will be built in accordance with FHW A standards to reduce noise levels by at least <br />five decibels. A traffic noise study was performed as part of the environmental <br />process. Both federal and state environmental studies were performed-FONZI <br />(Finding of No Significant hnpact) for 'NEP A (National Environmental Policy Act) <br />and Negative Declaration for CEQA (California Environmental Quality Act). Mr. <br />Dao will forward copies of noise aspects of these studies to Councilmember Santos. <br /> <br />Councilmember Badger inquired about penalties associated with failure to finish <br />aspects of this project on time. Mr. Zabaneh responded that there are penalties for <br />late lane closure pickup and liquidated damages. <br /> <br />Mayor Young thanked the presenters and requested that Caltrans provide the Council <br />with periodic project updates. <br /> <br />Item 5, Public Comments and Item 6, City Manager and City Attorney Reports and <br />Comments were taken out of order, in deference to the number of audience members in <br />attendance for Public Comments. <br /> <br />5. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Fred Wroebel, San Leandro resident, addressed the City Council, requesting a reduction in <br />the penalties on the business license fee associated with his income property and commenting <br />on the lack of information provided by the City on business license requirements. <br /> <br />Cynthia Lunge, Lucchesi Art Studio, addressed the City Council regarding the MacArthur <br />Boulevard streetscape project, citing the San Leandro Zoning Code, Article 17, Off-Street <br />Parking and Loading Regulations with emphasis on its purpose to insulate surrounding land <br />uses from adverse impacts. <br />
