Page 20f7

surprised that attendance was poor. as I have kept that mailed item I think others might agree as it in no
way reflects any official city business or such. in addition 2 house holds are foreign languaged residents
and 2 were unoccuppied, 2 were rentals.

i think it is weak at best so say that was preliminary contact for a matter were people may lose 10's of
thousands of dollars individually and think a well presented representation of facts might find my
possition tenable.

The July 26th meeting was after approval by planning commission I believe and holds to my possition
of ineptness if not worse.

Do you have official presentation infonnation on the November 30th meeting? Was there an itinery?
Any formal presentations, introductions, or general comments by the city official present or by Langon
Homes? Was it recorded or vidio taped. Was any impression of benefit offered or allowed to be
presumed or stated out right to attendees? Were any poles as to affinnatives or any comment sheets
collected? I would be interested in how this public meeting was presented beyond how the public was
informed of its upcoming. Was a role of attendees or registration book kept? Are there any city files and
notes concerning that meeting? It could have well.been a sales meeting as far as I know.

Your response and official documentation is requested in writing please.

Lester Williams

hhom@Ci.san-leandro.ca.us wrote:

Lester,

I will provide a copy of your e-mail to the City Council as requested.

I would like to correct your assertion that no public outreach on the project was done prior to the
Planning Commission recommendation on the project. Before the first Planning Commission
work session on the project in early 2006, a community meeting was held on the preliminary
proposal on November 30, 2005. No opposition was expressed about the proposal, although the
meeting was sparsely attended.

It was prior to the first Planning Commission hearing on June 8 that Garden Terrace
homeowners raised concerns about the project. The Planning Commission continued the item
after a split vote and asked the applicant to respond to the concerns of the Commission and
residents. Mr. Langon met with a Garden Terrace residents on June 20 prior to the second
Planning Commission meeting on llme 22 when the project was recommended for approval.

To further clarify and address residents' concerns, staff organized a meeting on July 26 with Mr.
Langon and Garden Terrace residents. The outcome of the meeting was that residents requested
eliminating one home and recommended other measures for alleviating the impact of the
project. Although the developer did not agree to redesign the project or eliminate a unit, he
has agreed to incorporate many of the items that were suggested at the meeting, and these will
be incorporated into the project that will be reviewed by the City Council on September 5.

Hanson Horn

8/23/2006
