This whole
planning and roll out was disjointed due to city ineptness and a system of inquiry that keeps the
most affected reastrained from being heard.

The developer and city met with HOA after the decision of planning committee and when infact
that should have been at the very beginning.

The city then choosed to allow exceptions, rewrite to zone ordinance, offers no exceptions to
their desires for street presence, states that nothing but two changes as to footings is possible,
refuses to compare to similar project on Davis ( which by the way is 25' wide per unit with 18'
garage doors) , then states nothing can be different when all around it is obviously so and been
done in the past, and tells me to take it as it is. This is only the beginning of my complaint and
issues. Add to that the missinformation, the 12-14 hour days to compile and challenge what
seems to have been a already in the hopper decision. All in all has added to great physical
duress to myself not to mention the loss of a home I had worked on for 5 years under the belief
that I had some zone and civil assurances. All in all; I think I have a case and now I have the ire.

The ruination of my home, my finances, and my physical health and well being have all been put
upon by a design to get around what should have flat out been declined by my city officials and
certainly by those who represent all the citizens of this community.

Would you please forward to all council members as I may well not attend the last session of
city's decision making as I think it is just more of the same.

hhom@CLsan-leandro.ca.us wrote:

Lester,

The public review process at the City Council will be similar. Staff provides a
presentation, the developer is also allowed 10 minutes for a presentation, and then the
public hearing is opened. Speakers must fill out a speaker card prior to the meeting on
the item that they wish to address, and then are allowed up to 5 minutes to address the
Council, subject to adjustment by the Mayor. The Mayor has the prerogative to allow a
speaker some additional time if they are representing a group or organization such as a

8/23/2006
