<br />With the revised plans, staff believes that the Commissioner's comments on the project <br />architecture have been adequately addressed, and staff's recommendation remains that the <br />Planning Commission forward the rezone, the Planned Development, and vesting tentative map <br />to develop the new residential project to the City Council with a recommendation for approval <br />subject to the attached revised recommended conditions of approval and based on the findings. <br /> <br />REVISIONS TO THE DESIGN <br /> <br />Front Elevations and Connection to Hays Street <br /> <br />The front elevations of the two units facing Hays Street have been revised to include a full porch <br />element with decorative railing. The new design is more substantive than the previous token <br />covered area above the front doors facing Hays Street. The interior stairway has been shifted to <br />make way for the front door. In addition, as recommended by the Planning Commission, the <br />secondary door to these two front units facing the interior driveway have been removed and <br />replaced with a window. Walkways from the Hays Street sidewalk to the two-front doors provide <br />the necessary connection to Hays Street that brings the revised design in character with the <br />surrounding residential neighborhood. <br /> <br />Details for the Entry Arbor <br /> <br />Enhanced three-dimensional details were prepared for the re-designed entry arbor. The proposed <br />design illustrates a substantive appearance with solid column supports and heavy timber <br />construction for the posts and the overhead trellis. The columns would have a square two-foot <br />base. The posts would be 6 x 6s, the beams would be 6 x 12s, 4 x lOs, and 4 x 6s. The ends of the <br />beams and the overhead members would be decoratively sawn with curved ends to add to the <br />appearance of the structure. <br /> <br />Landscape Plans <br /> <br />A detailed landscape plan was prepared. It includes street trees long Hays Street and a selection <br />of trees along the southerly side property line shared with the Garden Terrace Condominium. The <br />proposed trees are situated on the plan to buffer and soften the view from the Garden Terrace <br />windows to the exterior walls and small yards of the proposed units. <br /> <br />Additional Correspondence in Opposition Received <br /> <br />On the week of June 12, 2006 the City received additional correspondence from Virginia <br />Eldridge, owner of Garden Terrace Condominium, Unit 206, and Kathy Goodall, owner and <br />resident of Garden Terrace Condominium, Unit 107, in opposition to the proposed residential <br />project. The letters are attached to this report.
