A TT ACHMENT B

Livermore, Kathleen

From: Elaine deColigny [edecoligny@bfwc.org]
Sent: Thursday, October 26,20063:12 PM
To: Livermore, Kathleen
Cc: Liao, Thomas
Subject: Extending the moratorium related to the Downtown transit oriented dev strategy

Dear Ms. Livermore;

I am a resident of San Leandro, the director of a local non-profit, and the co-chair of the Alameda
Countywide Homeless Continuum of Care Council, and I support extending the moratorium that affects
the 39 opportunity sites identified as part of the City's preparation of a Downtown Transit-Oriented
Development Strategy plan. I am unable to attend the City Council meeting on November 6th, but
wanted to go on record in support of the extension.

This past Monday night I was part of a team, including city and county staff that presented to City
Council a study on homelessness in San Leandro that they had commissioned. The presentation
included an in depth discussion of EveryOne Home: Alameda County-wide Homeless and Special
Needs Housing Plan, which includes a goal of creating 15,000 permanent supportive housing units
across Alameda County over the next 15 years. These units will be affordable to extremely low income
individuals such as the homeless and those living with HIV 1 AIDS and severe mental illnesses. It is my
hope that the Transit-Oriented Development Strategy will include a commitment to such housing here in
San Leandro. The City Council will be considering whether or not to adopt "EveryOne Home" in an
upcoming Council meeting. I believe EveryOne Home has plenty of relevant analysis and strategies for
the work the City is doing on the TOD Strategy. A complete EveryOne Home: Alameda County-wide
Homeless and Special Needs Plan is available online at:

hUp:1 Iwww.aiqshousing.org/ahwlibrary2275/a.hw_UbraIY_sllow.htm3.doc jd=3 003 71

Please let me know if I can provide you any additional information on our planning process. Tom Liao,
Jean Horn, and Joann Oliver from the city staff have all been very involved in presenting EveryOne
Home to City Council, and would also be a resource.

Thank you,

Elaine de Coligny

Elaine de Coligny
Executive Director
Building Futures with Women and Children
1395 Bancroft Avenue
San Leandro, CA 94577
(510) 357-0205 x 103 fax: (510) 357-0688
edecoligny@bfwc.org
www.bfwc.org

._"-' ~..__.""''''''''''' .-,,__...__....
