It is also recommended that the City's fee schedule in the <br />San Leandro Administrative Code be amended to reflect this new fee. <br /> <br />BACKGROUND <br /> <br />Analysis <br /> <br />Section 1.8.125 of the San Leandro Administrative Code allows outside agencies to install <br />overhead banners on City streets. This program has been in practice for many years at no cost to <br />the community. The only location approved for overhead banners is on East 14th Street between <br />Estudillo and Joaquin Streets. <br /> <br />Installation and removal of an overhead banner requires two hours of labor by two Public Works <br />Services employees, and the use of a bucket truck for those two hours. The total cost not <br />including overhead is currently approximately $150.00. This does not include administrative <br />staff time for permit review and issuance. <br /> <br />Each year there is an average of 12-14 banners hung over East 14th Street. Most are requested by <br />community based organizations, one or two each year are from schools, and one or two each year <br />announce City-sponsored events. <br /> <br />Since the majority of the events advertised in the overhead banners are fundraising activities <br />sponsored by community organizations, it has been recommended that the City recover its costs <br />from these organizations. After review by the City Council Rules and Communications <br />Committee, the recommendation was modified to allow an exemption from the fees for <br />advertising of school events or programs which have been approved by the Superintendent of <br />Schools, or in the case of private schools the School Administrator. <br />
