The report was the result of months of work by the Human Services Commission
and included input from community-based organizations, stakeholders and the police. The report
summarized available information about the number and types of homeless in the City and
available services, and provided an overview and recommendation to adopt the EveryOne Home
Plan, the countywide plan to end homelessness. The purpose of this report is to provide more
detailed information about the EveryOne Home Plan and to follow up on questions that were
raised at the Work Session.

The EveryOne Home Plan's primary purpose is to end chronic homelessness and reduce housing
crises for extremely low-income people with HIV / AIDS and chronic mental health problems. It
includes a lO-year plan to end chronic homelessness within a broader IS-year housing plan that
includes families. The plan aims to create 15,000 affordable units with supportive services in
Alameda County. Finally, it recognizes that homelessness is a regional problem that requires
regional solutions and coordination.
