<br />EveryOne Home Plan <br /> <br />4 <br /> <br />November 20, 2006 <br /> <br />Consolidated Plan has been a key vehicle for the City to help assist its homeless (e.g., <br />ongoing CDBG funding for homeless and homeless prevention services through <br />experienced nonprofits such as Building Futures for Women and Children, Davis Street <br />Family Resource Center, and ECHO Housing's tenant-landlord counseling) and will be a <br />complement to the Every One Home Plan. Therefore, the Consolidated Plan and the <br />Housing Element are integral to and a means towards furthering the EveryOne Home <br />Plan. <br /> <br />2. The homeless report indicated that San Leandro had the third largest number of people in <br />Alameda County who used County homeless services. Why is this number so high? <br /> <br />According to a survey conducted in 2003 by the Alameda Countywide Homeless <br />Continuum of Care Council, the City of San Leandro homeless population was tied with <br />the City of Fremont as the third largest user of countywide homeless services. However, <br />the cities of Oakland and Berkeley represented two-thirds (or 67%) of homeless services <br />in sharp contrast to San Leandro and Fremont, which each represented just under 9% of <br />the homeless service users. San Leandro's percentage of homeless service users was <br />skewed slightly higher because it included persons from the unincorporated area. <br />Furthermore, the survey allowed homeless service respondents to indicate more than one <br />residence or sleeping place location. <br /> <br />3. What is the estimated cost associated with adopting the EveryOne Home Plan? <br />The County is not seeking a funding commitment from any cities at this time for the <br />plan. It is anticipated that the cities will continue contributing at the prorated level that <br />they currently provide to support the Continuum of Care administration costs <br />(approximately $6,700 CDBG funds for San Leandro). Additional funding requests for <br />support of the plan implementation and the creation of affordable housing units will be <br />more fully explored and developed after the permanent leadership structure for the plan is <br />established over the next year and through discussions with the cities and County. <br /> <br />Current Citv Council Policy <br />The City Council adopted the FY 2005-2009 Five-Year HUn Consolidated Plan on April 18, <br />2005.
