Discussion Regarding Proposed Letter of Intent to Negotiate with ElF Communities, <br />Inc. Regarding Redevelopment of Agency Owned Property at 1595 Washington <br />Boulevard <br /> <br />Business Development Manager Sims reported that the Agency purchased 1595 Washington <br />Boulevard in 2004 for $465,000 and explored the possibility of relocating the Chamber of <br />Commerce to the site. When the site was determined to be inappropriate, the City started <br />looking for a developer. Planner Evans explained the process the City followed to secure a <br />developer. In Fall 2005, the City issued an RFP. The criteria for selection included: <br />demonstrated ability to complete similar projects; price offered; economic and community <br />benefits of proposed project; compatibility with adjacent existing uses and proposed City <br />policies, codes, and zoning requirements. Staff is recommending that the City Manager <br />proceed with a letter of intent to negotiate a Disposition and Development Agreement with <br />ElF Communities, Inc. <br /> <br />Business Development Manager Sims further explained that as 1595 Washington Avenue has <br />been identified as a TOD opportunity site, planning entitlements will not be given during the <br />moratorium which is expected to last until July 2007. <br /> <br />2. MacArthur Boulevard Parking Study Presentation and Traffic Median Update <br /> <br />Assistant City Manager Hollister reported that a draft of the MacArthur traffic median report <br />has been completed and the Engineering and Transportation Department is in the process of <br />reviewing it. The plan is to bring the report to the December Business Development <br />Committee meeting. <br /> <br />Assistant City Manager Hollister then introduced Pang Ho from PHA Transportation <br />Consultants who gave a powerpoint presentation. A copy of the presentation was distributed <br />and is attached. <br />
