<br />Alameda Countywide Homeless and Special Needs Housing Plan <br /> <br />i 2006-2007 ACTION STEPS: LEADERSHIP <br /> <br />For the first period of plan implementation, the top priority must be initiating the formation <br />of long-term coordinated leadership. Developing an appropriate leadership structure and <br />building momentum with collaborative work at the systems level are the necessary first steps <br />toward implementing the rest of the plan's recommendations. <br /> <br />Leadership Objective L-l proposes creating an Interim Leadership Structure that can <br />engage and consult with the many partners who will be critical to the plan's ultimate success <br />and immediately initiate plan implementation. Specifically: <br /> <br />:> The Sponsoring Agencies will determine a host agency for, garner the necessary <br />resources, and hire staff for implementation activities. <br /> <br />:> The Sponsoring Agencies, with staff support, will recruit and convene an Advisory <br />Committee that will begin meeting quarterly to help refine the implementation plan and, <br />specifically, to develop the Governing Board for the plan's long-term implementation <br />and oversight. <br /> <br />:> Simultaneously, the staff lead will work with the Sponsoring Agencies and interested <br />stakeholders to design the Consumer Advisory process. <br /> <br />:> The key management-level liaisons from each major system will develop joint <br />agreements for addressing service delivery system recommendations and overall plan <br />implementation. <br /> <br />:> The Interim Leadership and staff will identify major barriers to implementing plan <br />recommendations and develop short- and long-term strategies to address them. <br /> <br /> <br />)> The Interim Leadership and staff will develop an action plan for the next two- to three- <br />years. Establish a schedule and process for developing updated action plans through the <br />period of plan implementation.
