<br />Alameda Countywide Homeless and Special Needs Housing Plan <br /> <br />2006-2007 ACTION STEPS: HOUSING <br /> <br />One of the primary objectives of this plan is to create safe, decent, and affordable housing <br />options for both individuals and families experiencing homelessness and extremely low- <br />income people living with serious and persistent mental illness and/or HIV / AIDS who are <br />inappropriately or precariously housed. This plan has a goal of creating more than 15,000 <br />units of housing over fifteen years-ambitious, but achievable if approached systematically <br />and with the full endorsement of jurisdictions and key community leaders throughout the <br />county. <br /> <br />A number of interventions have been demonstrated, both locally and nationally, that <br />successfully assist people in becoming and staying stably housed and improving their <br />quality of life. These approaches bring together multiple systems, combine services and <br />housing in new ways, and emphasize the importance of permanent housing options that are <br />affordable to households with extremely low incomes. Ensuring affordability for those with <br />extremely low or no income requires project-based rental subsidies; and assuring access to <br />adequate supportive services, either on- or off-site, is essential to the effort to eliminate and <br />prevent homelessness. <br /> <br />Strategy H-I-A calls for the Sponsoring Agencies to work with jurisdictions throughout <br />the county to target local, state, and federal housing funds to extremely low-income, <br />vulnerable populations at or below 30 percent of area median income (AMI) and particularly <br />below 15 percent of AMI. <br /> <br />2006-2007 action steps include: <br /> <br />)> Exploring mechanisms for coordinating and pooling supportive housing development, <br />operating, and services resources--examples include the Oakland Pipeline Committee <br />and the Community Shelter Board's Rebuilding Lives Funder Collaborative in <br />Columbus, Ohio. <br /> <br />)> Determining the amounts within existing housing programs, especially Community <br />Development Block Grant (CDBG) and the HOME program, that could be made <br />available for this purpose. <br /> <br />Strategy H-I-B encourages collaborations among jurisdictions and developers to explore <br />mechanisms for coordinating and pooling funds for supportive housing development, <br />operations, and services. <br /> <br />2006-2007 action steps include: <br /> <br />)> Exploring pilot jointly funded supportive housing developments, such as for youth <br />transitioning out of foster care. <br /> <br />2006-2007 Action Plan-Page 5 <br />
