<br />Alameda Countywide Homeless and Special Needs Housing Plan <br /> <br />2006-2007 ACTION STEPS: SERVICES <br /> <br />A primary objective of this plan is to deliver flexible services to support residents' stability <br />and independence. In so doing, the Sponsoring Agencies want to bridge the historical <br />division between housing and service systems, and to seek innovative ways of combining <br />resources in order to more effectively serve populations in need. Local innovations will <br />build on successful interdisciplinary programs in Alameda County, and elsewhere, that have <br />proven to stably house and increase the quality of life for many people. They will be based <br />on the recognition that the homeless, mental health, and HIV/AIDS systems serve people <br />with many similar needs, and in many cases, the same individuals. <br /> <br />The entire system should be accessible and responsive to all who are in need of assistance, <br />regardless of how, when, or where they first enter the system; regardless of their age, <br />culture, language, or disability; and regardless of their changing needs. Services should be <br />consumer-centered, building on each consumer's strengths toward their own wellness and <br />recovery goals rather than the needs of the service delivery system. <br /> <br />Strategy S-I-A advises creating a substance abuse detoxification facility in Alameda <br />County and connecting this facility to appropriate treatment and housing opportunities. <br />Plans to undertake this effort are substantially underway under the leadership of BHCS. <br /> <br />2006-2007 action steps for Sponsoring Agencies include: <br /> <br />)> Ensuring that the resources and endorsements necessary to complete this much-needed <br />facility are available to expedite its operations <br /> <br />)> Assessing opportunities to link the detox facility with appropriate supportive housing, <br />looking at models in other communities. <br /> <br />Strategy S-I-D, Strategy S-2-C, and Objective S-4 all are related to building the caoacity <br />and competence of community-based organizations in Alameda County to implement the <br />housing and services work under this plan, including managing the complex requirements of <br />multiple funding sources. Support will also be needed to assist community-based <br />organizations in transitioning their focus from managing homelessness to ending it. <br />Implementing the plan's strategies and achieving the goals of a seamless system will require <br />a close partnership between government and community-based agencies. <br /> <br />2006-2007 Action Plan-Page 7 <br />
