MINUTES <br /> Page 7 <br />November 6, 2006 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting— <br /> <br /> <br />Councilmember Starosciak commented favorably on the food scrap recycling program <br />for commercial services. She suggested that perhaps one 96-gallon container could be <br />issued rather than two 64-gallon containers. <br /> <br />Mayor Young commented that food scrap recycling is the next area of focus on which <br />the City will work toward attaining the goal of 75% diversion. Mr. Bakaldin indicated <br />that businesses would need to pay for the bins for food scrap recycling. <br />Mr. Jermanis noted that 64-gallon containers may be more manageable, especially for <br />seniors, than a 96-gallon container. <br /> <br />Mayor Young noted the importance for the County of Alameda to have its own <br />composting facility. <br /> <br /> <br />B.Report on Closed Session Actions Taken <br /> <br />None. <br /> <br /> <br />11. CITY COUNCIL REPORTS <br /> <br /> <br />A.Reports on Intergovernmental Agencies <br /> <br />Councilmember Badger reported on the meeting of the AC Transit PAC and the <br />upcoming bus schedule and route changes. He noted that the new hybrid bus will <br />debut in Oakland and will hopefully come to San Leandro in the next year. <br />Councilmember Badger will provide copies of the report for the Council’s packets. <br /> <br />Vice Mayor Grant reported that the Alameda County Housing Authority will meet on <br />Wednesday, November 8. The Authority Board will discuss the elimination of the <br />program which assists young adults who have aged out of foster care with housing <br />assistance and other supportive services. The program is being cut because the <br />administrative costs cannot be funded through grants. Vice Mayor Grant commented <br />that it is a necessary service, and the Board must find a way to continue it. She noted <br />that Proposition 1C would provide funding for these services. <br /> <br />Mayor Young reported that the MTC Executive Director has issued a “Map of the <br />Month” program for 2006. She displayed the map for September, which showed <br />pavement quality for streets in the nine Bay Area counties. Mayor Young pointed out <br />that the areas shown in yellow have poor pavement quality and are also the counties <br />which are not considered “self-help” because they did not pass the ½ cent sales tax for <br />transportation purposes. She noted that San Leandro is in the green section, and the <br />green sections are those which are considered to have good to fair pavement quality. <br /> <br /> <br />B.Reports on Conferences and Seminars <br /> <br />None. <br /> <br /> <br />
