He presented the proposed
service enhancements to single-family residential and commercial customers and the
proposed rate increase to those customers of 2% effective July 1, 2007 and an
additional 2% effective July 1, 2008.

Councilmember Nardine expressed concern about the increase in traffic on Fremont
Street from ACI trucks. Mr. Bakaldin noted that the proposed service enhancements
should not change the traffic patterns.

Councilmember Badger asked if the proposed service enhancements would help the
City establish more stringent commercial standards for recycling. Mr. Jermanis
indicated that the proposed enhancements will hopefully encourage businesses to avail
of recycling opportunities so the City can meet its goal of 75% of material diverted
from the landfill, and the weekly pickup of recyclables will help residential customers
develop a habit of regular recycling.
