On August 3, 2006, an appeal was filed by Wayland Lew, on the grounds of the size of the <br />home and its effect on views (see Attachment 2). <br /> <br />. The appeal was scheduled for a City Council hearing on September 5 and on October 16, 2006, <br />but was continued to allow for further design modifications and the completion of a new <br />geotechnical study for the specific project parameters. <br /> <br />. The applicant has submitted revised plans for the main house and a geotechnical study dated <br />October 27, 2006. These revised plans and the study have been shared with the appellant and <br />adjoining neighbors. <br /> <br />. On October 19, 2006, the Planning Commission and the BZA held a joint work session to <br />develop additional zoning standards for large homes that would include: maximum floor area <br />ratios; daylight plane requirements; and additional parking requirements. This proposal is for <br />two units on 1.49 acres, which falls within the Low Density Residential parameters. <br /> <br />The project complies with the General Plan policies 3.04, 3.09, 27.03, 27.04, 29.01, 29.03 and its <br />General Plan designation. This proposal for an estate-style project on this large lot in Bay-O- <br />Vista specifically meets the General Plan' Policy 3.09 for provision of executive housing in <br />appropriate locations. <br /> <br />Permits and/or Variances Granted <br /> <br />Pursuant to Zoning Code Section 2-582, Major View Preservation and Site Plan Review is <br />required for two- and three-story development in the RS-VP Sub-District. In addition, a Height <br />Exception is required as the proposed roof height of the main home and the in-law unit exceed <br />the l8-foot height limit for the RS-VP District.
