OF NOVEMBER 9, 1989 <br /> <br />Item 4 (a); Tract 6307; Tentative Map; to subdivide a 4.58 acre parcel into <br />twelve (12) single-family lots; terminus of Darius Way; Assessor's Parcel Numbers <br />79-15-1-59 and 79-20-22-9; John Langon; R-l (Single Family) District. <br /> <br />~ Explained that the legal notice had been posted in the wrong location, <br />however, it was noticed in the newspaper and notices were sent to neighboring <br />property owners and that all the City's legal obligations were met in that <br />regard. <br /> <br />Patton: Presented the Staff Report. Summarized the history of the project and <br />development in the area. Indicated that the applicant had provided a soil report <br />and asbestos analysis as a part of the application. The applicant also paid for <br />a third party consultant hired by the City to review the soil report. Key issues <br />are soil stability, drainage and design of Parcel 9. Patton recommended approval <br />with conditions. <br /> <br />Berger: Stated for the record that Mr. & Mrs. Clark, who are customers of his, <br />were in his office and asked to see. the Staff Report and blue prints; however, <br />their comments would have no affect on his decision. <br /> <br />Pretto: Asked for clarification of the Board's responsibilities with regard to <br />this item as presented this evening. <br /> <br />Vitz: Explained that it is the Commission's responsibility to review the <br />propos a 1 for conformance to Zon i ng Code and General Pl an. They need to determi ne <br />if the proposed development would be compatible with the vicinity. They need <br />to look at the subdivision design, its relationship to topography, engineering <br />and technical considerations, soil considerations and make a recommendation to <br /> <br />the City Council as to whether the map should be approved. <br /> <br />John J. Lanoon: Stated he is the developer of the property and is proposing to <br />build high-quality custom homes. He stated that Mr. Patton did a thorough job <br />of covering the issues in his report. He is concerned with obtaining the very <br />best soil and design engineers, and, in fact, has changed the design a few times <br />to accommodate the serpentine rock. The major concern will be drainage because <br />water drains through this property causing erosion. That condition will be <br />corrected. He stated that he felt leaving Lot 9 as an open area could cause <br />1 i abil i ty probl ems. Most of the area on the slope is rocks and weeds. <br />Maintenance would not be a problem. There would be adequate turnaround space <br />in the driveway. <br /> <br />Reed: Asked Mr. Langan if he agreed with the conditions. <br /> <br />LanQon: Replied yes. <br /> <br />Hesseltine: Asked Mr. Langan to give more details on the type of homes proposed. <br />
