<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 20, 2006 <br /> <br />every human being. Rev. Droste noted that we tend to judge the homeless, yet their <br />presence on the street judges us. He thanked the Council for their action to move this <br />important cause forward. <br /> <br />Tom Breckenridge, Interfaith Homelessness Network, addressed the City Council, <br />commenting that the Plan both addresses the fundamental moral obligation to take care <br />of our neighbors and avoids the enormous costs of homeless services. Mr. <br />Breckenridge pledged lliN's support toward making the Plan work. <br /> <br />Peggy Combs, San Leandro resident, addressed the City Council, praising the Council <br />for its leadership in working to solve the homeless problem. <br /> <br />End of Public Comments on Item 10.A. <br /> <br />Mayor Young commented on the work by the U.S. Conference of Mayors on the issue <br />of homelessness. She noted that Alameda County may be the first county in the nation <br />to leverage support and resources for homeless prevention among its cities. Mayor <br />Young indicated that as a smaller city in the County, San Leandro can show the other <br />smaller cities that they can make a difference on the homeless issue. She noted the <br />actions San Leandro has already taken in support of homeless prevention, such as <br />monetary support for the Bessie Coleman Court transitional housing project in <br />Alameda, support for shelters such as Building Futures with Women and Children, and <br />its 15% Inclusionary Housing Ordinance. <br /> <br />M/S/C Santos and Nardine. Reports on Intergovernmental Agencies <br /> <br />Mayor Young reported that she has asked staff from the East Bay Dischargers Authority <br />to make a presentation to the Council on the NPDES permit. <br /> <br />B. Reports on Conferences and Seminars <br /> <br />Councilmember Starosciak reported that she and Councilmember Stephens attended the <br />San Leandro Chamber of Commerce Retreat in Calistoga on October 16-17,2006. The <br />Chamber of Commerce strategic plan was discussed. <br /> <br />C. Reports on City Council Committees <br />
