CITY COUNCIL COMMENTS <br /> <br />Councilmember Badger commented that he attended a presentation by the Alameda County <br />Office of Education at Creekside Plaza and provided copies of a report entitled Early Care <br />and Education for All. He also commented that he will have information on the AC Transit <br />schedule changes and hydrogen bus provided in the Council's mail packets. Mayor Young <br />asked if information could be obtained on the Bus Rapid Transit (BRT) route stops. <br /> <br />Vice Mayor Grant wished everyone a Happy Thanksgiving. <br /> <br />Councilmember Nardine wished everyone a Happy Thanksgiving and congratulated Principal <br />Engineer Keith Cooke and his family on his daughter's athletic achievements which were <br />highlighted in the San Leandro Times. <br /> <br />Councilmember Starosciak commented on her concerns and frustrations with the contract <br />with the Alameda County Fire Department. She reported that she met earlier this month with <br />the management of the Fire Department, and the meeting confirmed for her that the Alameda <br />County Fire Department has become a public agency operating as a private monopoly with no <br />accountability. Councilrnember Starosciak commented that the current contract terms put the <br />City in an egregious financial position. Councilmember Starosciak requested that the Mayor <br />create a Council committee to review the matter and consider either bringing the Fire <br />Department back into the City family or amend the Fire contract to create more favorable <br />terms. She asked that the committee consider the following items: review the contract for <br />renewal every five years; cap contract increases at a limit not to exceed CPI or other inflation <br />factor; bring the maintenance of Fire equipment in-house; invoice for services after services <br />are rendered by the contractor; give the City Council1ine item veto power of budget items its <br />feels are not required for basic Fire services; give the City Manager a seat at the bargaining <br />table; and require formal Council approval when invoicing exceeds the annual contract <br />amount by more than the City Manager's signing authority. Councilmember Starosciak stated <br />that the San Leandro firefighters deserve to be part of the San Leandro family, and she asked <br />the City Council to find ways to help bring them back into the family. <br /> <br />Councilmember Stephens complimented Councilmember Starosciak on her analysis of the <br />Fire safety contract, and he stated that he shares her concerns about the contract. He <br />recognized the staffs careful analysis of the provision of the City's fire services, but he stated <br />it is probably time to revisit the contract with the new Council.
