Resolution No. 2006-064, Resolution Approving Community Development Block <br />Grant (CDBG) Agreements for Fiscal Year 2006-2007 Between the City of San <br />Leandro and CDBG Subrecipients: Building Futures With Women and Children <br />(BFWC); Davis Street Family Resource Center (DSFRC); Project Literacy; and Eden <br />Council for Hope and Opportunity (ECHO) for Fair Housing Services and Landlord- <br />Tenant Counseling (approves five subrecipient agreements with service providers, as <br />authorized in the 2006-2007 Consolidated Action Plan). Cost: $121,500. Funding: <br />CDBG Fund. (2972) <br /> <br />G. Resolution No. 2006-065, Resolution Approving and Authorizing Execution of an <br />Agreement to Forgive a $200,000 CDBG Loan to Girls Incorporated of Alameda <br />County [approves an agreement to forgive a $200,000 CDBG loan to Girls Inc. in <br />exchange for a lot line adjustment between its building lot located at 13666 East 14th <br />Street in San Leandro and the neighboring property at 2398 East 14th Street (formerly <br />the Islander Motel) owned by the Redevelopment Agency of the City of San Leandro]. <br />Funding: CDBG Fund. (1280/2096) <br /> <br />H. Resolution No. 2006-066, Resolution Approving Contractual Services Agreement with <br />Environmental Sciences Associates (ESA), Consultant, for Monitoring and <br />Management Services of Shoreline Marshlands (provides for ongoing biological <br />assessment and management services. Cost: $29,913. Funding: Heron Bay Fund.(2323) <br /> <br />1. Matter of Spartina Treatment and Eradication Activities at the San Leandro Shoreline <br />[provides for the coordination of San Francisco Bay estuary-wide control of non-native <br />invasive Spartina (cordgrass) species treatment at the San Leandro Shoreline]. (Moved <br />to Item 9, Items Removed from Consent Calendar.) <br />. Resolution Approving Grant Agreement Between the City of San Leandro and the <br />State Coastal Conservancy for Spartina Treatment and Eradication Activities at <br />the San Leandro Shoreline (authorizes submittal of grant application for $49,996 <br />and appropriation of $50,000 from the Heron Bay Fund). Cost: $50,000, of which <br />$49,996 will be reimbursed. Funding: Heron Bay Fund. (3086) <br /> <br />. Resolution Adopting the Findings for the Non-Native Spartina Eradication <br />Program Contained in the Final Programmatic Environmental Impact <br />Statement/Environmental Impact Report Prepared by California State Coastal <br />Conservancy (accepts the environmental findings as a condition of the grant from <br />the State Coastal Conservancy). (3086) <br /> <br />1. Matter of the Redevelopment Agency of the City of San Leandro Making Health and <br />Safety Code Section 33445 Findings and Authorizing the Use of Redevelopment <br />Agency Funds and the City Council ofthe City of San Leandro Consenting to the Use of <br />Redevelopment Agency Funds, and Approving Plans and Specifications and Calling for <br />Bids for Doolittle Drive Entryway Improvements, Phase 1 and Phase 2, Project No. <br />230-43-155 (provides for installation of landscape, irrigation, and entryway monuments <br />on Doolittle Drive, between Adams Avenue and 98th Avenue for Phase 1, and between <br />Adams Avenue and Davis Street for Phase 2). Bid opening date is July 24,2006. <br />
