<br />MINUTES Page 11 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 5, 2006 <br /> <br />8.G. Ordinance No. 2006-016, an Ordinance Amending Title 1, Chapter 1-12 of the San <br />Leandro Municipal Code Relating to Citations and Notices of Violation (responds to <br />City Council request to strengthen community standards by increasing penalties and <br />expediting abatement procedures related to Code Enforcement violations). (1413) <br /> <br />Councilmember Starosciak stated her support for the amendments to the ordinance. She <br />inquired where in the ordinance the change has been made in the amount of time <br />allowed for the responsible party to correct the violation from sixteen days to ten days. <br />Community Relations Representative Kathy Ornelas stated that the number of days <br />allowed for the responsible party to correct the violation is set by department policy and <br />is not specified in the ordinance. <br /> <br />Vice Mayor Grant asked how the amendments to the ordinance would improve <br />compliance. Ms. Ornelas highlighted the changes to the ordinance which would <br />streamline and expedite enforcement of the Code Enforcement Ordinance and increase <br />the fines for violations. <br /> <br />Mr. Jerrnanis noted that the amendments to this ordinance would streamline <br />enforcement of community standards, but are just the first step. He indicated that <br />additional changes to existing ordinances, or new ordinances, will be brought to the <br />Council through the Rules and Communications Committee to address issues such as <br />people living in motor homes, vehicles for sale parked in the City right-of-way and <br />other community preservation issues which the Council has identified. <br /> <br />Mayor Young expressed concern regarding commercial standards and stated that she <br />would like to see the Council create commercial standards, similar to the existing <br />community standards. There was consensus of the Council to refer the creation of <br />commercial standards to the City Council Rules and Communications Committee. <br /> <br />- Passed to Print <br /> <br />M/S/C Badger and Grant.
