Pledge of Allegiance to the Flag <br /> <br />Police Lieutenant Torn Overton led the Pledge of Allegiance to the Flag. <br /> <br />B. Roll Call <br /> <br />PRESENT: Members Badger, Grant, Nardine, Santos, Starosciak, Stephens; <br />Mayor Young <br /> <br />ABSENT: None <br /> <br />2. PRESENT A TIONS/RECOGNITIONS <br /> <br />None. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Approval of Consolidated Annual Performance Evaluation Report <br />(CAPER) of the 2005-2006 Consolidated Action Plan [approves the CAPER, as <br />required by the U.S. Department of Housing and Urban Development (HUD) <br />regulations, describing all the projects undertaken and funds expended during the <br />program year, as formulated by the Consolidated Action Plan for 2005-2006]. <br /> <br />This being the time and place for the Public Hearing on the above marter, City Manager <br />Jermanis gave background on the item and introduced Housing/CDBG Manager Torn <br />Liao. Mr. Liao gave a short PowerPoint presentation highlighting the City's notable <br />activities described in the CAPER. The City must submit the CAPER to HUD by <br />October 1, 2006. <br /> <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br /> <br />Councilmember Starosciak inquired about the difference between the fair housing <br />inquiries and complaints handled by ECHO Housing and whether they overlap.
