<br />MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 18, 2006 <br /> <br />Liao noted that complaints are usually more serious in nature and may require <br />investigation and/or legal action, and there is some overlap between the two. <br />Councilmember Starosciak asked for clarification on the role of Davis Street Family <br />Resource Center (OSFRC) in preserving Below-Market Rate (BMR) units. Mr. Liao <br />indicated that DSFRC has contacted BMR properties to detennine availability and has <br />referred clients to available units. <br /> <br />Vice Mayor Grant noted that at least ten of the discrimination complaints investigated <br />by ECHO were serious enough to require further investigation or referral. She <br />commented that she would like to find a way to educate property owners who are new <br />or who handle a small number of properties and may not know their legal <br />requirements. Vice Mayor Grant requested a list of the project activities from the <br />MacArthur Boulevard Fayade Renovation Program mentioned on page 14 of the <br />CAPER and a color copy of the map on page 56 of the agenda. Vice Mayor Grant <br />pointed out that most of the City's BMR units are east of the Highway 880, and she <br />stated that if the City has the opportunity she would like to see BMR units developed <br />in other areas of the City. <br /> <br />Councilmember Nardine stated that as a follow-up to Vice Mayor Grant's comment <br />regarding the discrimination complaints, she would like to know if the landlords or <br />property owners involved in these complaints handle a small number of properties <br />and whether they have business licenses. <br /> <br />Mayor Young requested that all the maps in Exhibit D be reproduced in color for the <br />Council. <br /> <br />Councilmember Santos recalled that there were discussions several years ago about <br />assisting property owners in the Davis West/Warden area through the Housing <br />Rehabilitation Program, and he stated he would like to see an outreach program <br />developed for those residents. Councilmember Santos commented on a property on <br />which the City has received numerous complaints that could also benefit from the <br />program. Councilmember Santos noted that on the racial breakdown of Residents <br />with Fair Housing Inquiries and Complaints served by ECHO, only two <br />inquiries/complaints were received from the Asian community and none were <br />received from the Hispanic community. He inquired whether there may be a service <br />gap with these populations, noting the subject came up in a discussion at the County <br />Area Agency on Aging. <br /> <br />Mr. J ermanis indicated that Mr. Liao sent letters to residents in the Davis West and <br />Bonaire areas, inviting them to participate in the Housing Rehabilitation Program. He <br />suggested an area-wide approach to outreach rather than singling out individual <br />homes. Mr. J ermanis noted that the City is looking for ways to broaden <br />communication and outreach to the Asian and Hispanic communities. <br /> <br />Vice Mayor Grant acknowledged the work of City staff in providing these important <br />programs to the community, noting that a lot has been accomplished in the last few <br />years. <br />
