ITEMS REMOVED FROM CONSENT CALENDAR <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />Vice Mayor Grant and Councilmember Nardine stated that they had conflicts of interest on <br />items 8.E. and 8.F. due to their relationships with Kaiser. <br /> <br />City Attorney Williams stated both Vice Mayor Grant and Councilmember Nardine consulted <br />with her on these matters and will recuse themselves and leave the Council Chamber while <br />Items 8.E. and 8.F. are considered. <br /> <br />Vice Mayor Grant and Councilmember Nardine recused themselves and left the Council <br />Chamber. <br /> <br />Public Comments on Item 8.F.: <br /> <br />Paul Elizondo, representing the Hispanic Contractors Association, addressed the City <br />Council, commenting on issues of social justice and economic justice with respect to the <br />Kaiser project. He related his experience in the area oflocal business utilization policies. Mr. <br />Elizondo commented on the importance of establishing a local participation program for <br />subcontracting and employment on the project and having entitlements contingent on the <br />developer working with the community and interested stakeholders to get such a program <br />adopted. <br /> <br />End of Public Comments on Item 8.F. <br /> <br />Councilmember Starosciak noted that these are important times for the City. She stated that <br />she wanted to ensure items related to the project are carefully reviewed by the Council. <br />Councilmember Starosciak expressed interest in having EIP Associates make a presentation <br />to the Council on their proposed scope of work and requested copies of the MOU be made <br />available for review by the public. She expressed concern about the potential negative <br />impacts of the City entering into a 30-year development agreement and asked ifthe length of <br />the term could be made to be more vague. Mr. Jermanis indicated that the MOU provides the <br />basic outline and framework for discussion of the development of the site, including the <br />
