MINUTES Page 8
City of San Leandro City COlUlcil and San Leandro Redevelopment Agency Joint Meeting-September 18, 2006

contributions Kaiser will make to the community, and will reflect the recognition that the City
will need resources in order to provide services to the new facilities. Mr. Jermanis noted that
the City would prefer to enter into a longer rather than a shorter term agreement, since it
would commit the developer to certain obligations. He indicated that the Council and the
community will have many opportunities for review and input before the Disposition and
Development Agreement (DDA) is brought to the Council for consideration.

Ms. Williams commented that the MOU will not commit the City to any of the terms in the
DDA, but it will commit Kaiser to enter into a DDA with the City. She noted that the DDA
will allow the City to negotiate certain benefits that it would not normally be able to receive,
and she views it as quite advantageous to the City.

S.E.
