<br />MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-October 2, 2006 <br /> <br />are difficult to project. At its upcoming City Council retreat, the Council will discuss <br />the City's needs that must be addressed, such as the repair and maintenance of streets <br />and the restoration of Police Officers to a level of94. <br /> <br />Mayor Young commented that this is an issue of quality of life. Over the past couple of <br />years, the community has struggled along with the Council over budget issues. She <br />noted the City's tremendous volunteer base, which has been resilient in coming forward <br />to help support the much-needed revenue measures and important projects such as the <br />Downtown TOD. Mayor Young commented that the Cherry Festival and holiday <br />festivities would help restore the feeling of unity to the community. She noted that the <br />Cherry Festival involves extensive planning and cannot be cancelled at a moment's <br />notice. She personally volunteered to help secure community partnerships to make it a <br />viable event. <br /> <br />Councilmember Starosciak, the maker of the motion, suggested that, rather than amend <br />the present motion, a new motion could be made if the motion on the floor did not pass. <br /> <br />M/S/C Starosciak and Santos. Reports on Intergovernmental Agencies <br /> <br />Mayor Young noted that she received several annual and other reports from the <br />Alameda County Congestion Management Agency which she would pass on to the <br />Engineering and Transportation Department. <br /> <br />B. Reports on Conferences and Seminars <br /> <br />Councilmember Starosciak reported that she attended the Kaiser Permanente Power of <br />Change Breakfast, at which the San Leandro Kaiser project was briefly mentioned. <br /> <br />C. Reports on City Council Committees <br /> <br />1. Airport Committee Meeting of September 1, 2006. Accepted as submitted. <br /> <br />2. City and San Leandro Unified School District Liaison Committee Meeting of <br />September 21,2006. Accepted as submitted. <br /> <br />3. Human Relations Committee Meeting of September 21, 2006. Accepted as <br />submitted. <br />
