SAN LEANDRO ADMINISTRATIVE CODE

TITLE 12

PUBLIC WORKS

Chapter 5

Uniform Wastewater Discharge Regulations

Loading charges shall be based on the total discharge volumes for the billing period. The
loading charge may vary from month to month and shall be obtained by multiplying the
quantity of each billing parameter (for the billing period) by the appropriate unit cost
listed in San Leandro Administrative Code 96.4.100. If a user's BOD and SS strengths
are relatively constant, the Manager may establish a unit rate per volume of wastewater
discharged until such time that it has been determined that there has been a significant
change in the user's operation which would materially affect sewage flows and strengths.

Parameter
Volume
BQI)
g,s.

Million Gallons
Thousand Pounds
Thousand Pounds

Unit Cost
$619.36
$96.21
$132.10

UBit Cost
$681.30
$105.83
$115.64

UBit Cost
$749.13
$116.11
$160.20

LosdiBf Chsr1:;e

(d) Estimate of Peak Month Parameters. Classification C users may, at their option,
submit an estimate of the peak month parameters for the ensuing fiscal year. The City
will use the peak month estimate for calculation of monthly demand charges for that
fiscal year. Should the estimated peak month use figures be exceeded, the user shall be
billed the demand unit costs multiplied by the new peak month discharge. This amount
shall be assessed retroactively to the beginning of the fiscal year. Each time a higher peak
month discharge occurs during the fiscal year, the above process will be repeated.

(e) Replacement Fund. That portion of user charge revenue collected for replacement
accrual shall be deposited in a separate fund to be used for future treatment facility
replacements and improvements.

~12.5.115:

CONNECTION FEES.

(a) Any person (whether a new or existing user) who installs new or additional fixtures,
equipment, processes or devices, including provisions for future installation, which will
add (either in fact or potential) wastewater load to the sanitary sewer system shall pay to
the City a "Connection Fee" as determined by the conditions and formula hereinafter
enumerated. No plumbing permit shall be issued nor shall any connection be made to the
sanitary sewer system until the applicable connection fee has been paid.

(b) The connection fee for residential dwelling units shall be the appropriate unit cost as
listed in San Leandro Administrative Code Q6.4.100.

Department Responsible for Revision: Public Works
05/19/2003 05/0112006

Chapter 12.5
Page 6
