Alameda County Transportation Improvement Authority
Special Transportation for Seniors and People with Disabilities

B. Has this plan been reviewed by a local paratransit advisory group?

~ Yes--t
D No

Committee Name: Senior Commission
Meeting Date: Monthly Program Updates and March 16,2006

Narrative Responses for C and D above:

See Answer to Question #20.

20. NEEDS IDENTIFICATION

. What needs or priorities have been identified that will be met by proposed service
changes?

. What needs or priorities will still not be met even after implementing proposed service
changes?
. How many potential riders do you estimate will use this service this coming fiscal year?

Response:

In order to plan for next year, staff gathered public input through paratransit focus group
meetings, surveys, work sessions with the Senior Commission and trip/rider pattern analysis.
Following is a summary of the key results and how the issues are addressed in the FY 2006-
07 Paratransit Plan:

1. Riders are satisfied to very satisfied with the service

2. Riders expressed concern that they cannot always get the ride that they request on the
demand response (Curb-to-Curb) portion of the service. This porion of the service has hit
capacity. Because we cannot afford to add another vehicle, we are proposing other actions to
control demand and free up capacity.
Action:
a. Assist with Alternative Resources & Increase Travel Training: By analyzing rider
patterns we found that a small number of riders use a high number rides. Staff will assist
users with the highest number of rides by helping them to find alternative resources. For
example, help a user sign-up for Meals on Wheels so that he doesn't need to go to the hot
lunch program 5 days per week. This rider will still use the city paratransit service for meals
and social interaction, but fewer days per week thus freeing up some capacity in the service.
b. Add Shuttle Stops: Through our public outreach we received requests for shuttle stops at
the Bancroft Senior Center and Broadmoor Plaza Senior Residential Facilitiy. By adding
these stops, riders that currently use the Curb-to-Curb (CTC) service will be able to use the
Shuttle for the majority oftheir transportation needs, freeing up space on the CTC service.
c. Ride Limits: If these approaches do not work, we will limit the number of rides per
person through vouchers or alternative approach.

G:\OliverIParatransit\FY 2006-07\Cover Annual Submittal FY 2006-07.doc
Page 10 of18
