<br />Gap Grant Program Application <br />Cycle #3 (06/07 - 07/08) <br /> <br />PART 5: APPLICANT EVALUATION <br /> <br />Page 10 of 26 <br /> <br />Weights have been included in parenthesis after each criterion. Applicants are <br />eligible for up to a total of 500 points. <br /> <br />A. Gap Closure and/or PAPCO priority (15%): Please describe how this <br />project/program directly addresses an existing gap or responds to a PAPCO <br />priority and how it will directly improve a specific paratransit gap for seniors <br />and/or people with disabilities. <br /> <br />PAPCO Priority #1: Increase demand~responsive (same-day) paratransit service <br />opportunities for older adults and persons with disabilties. <br /> <br />Affordable same-day accessible paratransit service was rated as the highest gap <br />by stakeholders in Central Alameda County in ACTIA's 2003 Paratransit Service Gap <br />Needs Assessment. The City of San Leandro currently does not provide a subsidized <br />accessible same~day paratransit service that goes outside of its City limits, and only <br />the same-day "medical trip" needs of Hayward Paratransit Program participants are <br />currently being addressed by a Gap funded projecte that will end June 30, 2006. <br />The only other same-day transportation service available to older adults and <br />persons with disabilities currently is provided by taxi companies. The taxi <br />companies currently serving Central Alameda County either don't have accessible <br />vehicles available to transport non-ambulatory passengers, and/or charge <br />passenger fees that are beyond the means of most older adults and persons with <br />disabilities, many whom have limited incomes. <br /> <br />The proposed service will provide Central Alameda County paratransit program <br />participants affordable ($2 per 10 mile trip) same-day paratransit services that <br />either: 1) Respond within 45 minutes of a trip request; or if prefereed 2) can be <br />reserved in one part of the day for a ride later that same day. <br /> <br />B. Program and Cost Effectiveness (11 %): Please describe how this <br />project/program is the most appropriate way of meeting a transportation need <br />of seniors and/or people with disabilities. Please also describe how this <br />project/program is cost effective. Please describe the performance measures <br />you will track for this project/program, measurable targets for each measure, <br />and describe how you will evaluate and monitor this program/project on an <br />ongoing basis and what actions you will take if you do not meet your goals. <br /> <br />This proposal (in conjunction with the Hayward Ride-Today! proposal) was <br />developed based on the notion that "Same~Day, demand-response" paratransit <br />services are not necessarily the same as "taxi" services. This submission poses that <br />the need for a same-day, demand-response service can be addressed (perhaps in <br />a more cost effective manner, and with a higher degree of service quality) through <br />a professional paratransit service provider utilizing sedans and lift-equipped vans <br /> <br />G:\Oliver\Paratransit\FY 2006.07\Gap Application.
