<br />Gap Grant Program Application <br />Cycle #3 (06/07 - 07/08) <br /> <br />that are already used to deliver other forms of paratransit services. This position is <br />based on the following considerations: <br /> <br />Page 11 of 26 <br /> <br />1. Measure B Gap Funds will not needed to purchase, rehabilitate or convert any <br />vehicles; all the vehicles needed to deliver this service (sedans and vans) are <br />already available for use. <br /> <br />2. Measure B Gap Funds will not be needed for driver incentives to provide some. <br />day paratransit services to older adults and persons with disabilties. The <br />paratransit drivers that will deliver this service are already provided a comptetive <br />salary and benefits to deliver paratransit services to older adults <br />and persons with disabilities. Additionally, paratransit riders served under this <br />program will not have to compete with "general public taxi passengers" for <br />service; this program will serve paratransit passengers exclusively. <br /> <br />3. Measure B Gap Funds will not be needed to pay a flat administrative fee (in <br />addition to a per trip subsidy). The transportation provider used under this model <br />will only be paid an hourly jvehicle fee only for those hours in which vehicles are <br />in service. <br /> <br />4. Measure B Gap Funds will only pay for 10% of the administrative costs incurred by <br />the Cities (Hayward and San Leandro respectively). These costs will be <br />leveraged with Measure B "Base-Program" funds already allocated to each City, <br />and will include planning and evaluation activities for no additional charge. <br /> <br />5. Measure B Gap Funds will be used under this model to subsidize up to 1 a <br />one.way trips per month, that ore up to 1 a miles in length (the average <br />paratransit trip is 8 miles long), and will cost passengers only $2 per 1 a-mile trip. <br /> <br />6. Under this model, paratransit passengers will have the option to access either <br />"demand.response" same-day service, or if preferred a "reservation-based" <br />same day service. (Please see Part 4.A. above for more information about <br />these 2 versions of same-day service.) <br /> <br />Since neither service-model has been used in Alameda County to-date, the <br />considerations noted above are not based on actual experience. Consequently, it <br />is recommended that both models be funded, and a joint evaluation process be <br />developed to compare the cost effectiveness and service quality of each. This will <br />help PAPCO/ACTIA determine which model, or which elements of each model, are <br />most advantages for expansion to a county-wide same-day service. <br /> <br />C.
