<br />Gap Grant Program Application <br />Cycle #3 (06/07 - 07/08) <br /> <br />This pilot program, along with the Taxi~based same~day service proposal being <br />submitted for Southern Alameda County, are intended to pilot different ways of <br />providing a service that will hopefully be expanded after two~years to a county~ <br />wide service adminstered by an entity with a county~wide service mission. The City <br />will work with PAPCO/ ACTIA and other jurisdictions to identify revenue sources that <br />may be used to sustain same~day services on a county~wide basis. Potential <br />sources include: the Metropolitan Transportation Commission's (MTC) Lifeline <br />program, the Federal Transit Administration's New Freedom Fund, as well as support <br />from local private non-profit community, and corporate, foundations. <br /> <br />Page 18 of 26 <br /> <br />I. Innovation (7%): Please describe how this program provides unique or original <br />service in Alameda County. <br /> <br />This proposal (in conjunction with the Hayward Ride~ Today! proposal) was <br />developed based on the notion that "Same~Day, demand~response" paratransit <br />services are not necessarily the same as "taxi" services. This submission poses that <br />the need for a same~day, demand~response service can be addressed (perhaps in <br />a more cost effective manner, and with a higher degree of service quality) through <br />a professional paratransit service provider utilizing sedans and lift-equipped vans <br />that are already used to deliver other forms of paratransit services. This service is <br />not currently provided, in the form that is offered in this proposal, anywhere in <br />Alameda County. <br /> <br />J. Leverage Outside Funds (6%): Please explain what outside funding sources you <br />have secured prior to submitting this application. <br /> <br />The City's Measure B "Base Program" funding allocation will be used to leverage <br />City overhead and adminsitrative costs associated with the delivery of proposed <br />services. This way, 90% of the Gap grant allocation can be used to pay for direct <br />customer service activities and trip subsidies. No other funding sources are being <br />sought in the short~term.
