<br />Scope of Work: San Leandro Shoreline Marshlands Ongoing Biological Assessment and Management Services <br /> <br />. East and Bunker Marshes in 2004: Qualitative Overview <br /> <br />. Spartina Control <br /> <br />Task 2: Annual Cordgrass Control Effort (North <br />Marsh) <br /> <br />If necessary, ESA will coordinate with the Invasive Spartina Project's efforts at cordgrass <br />control in the Robert's Landing area. If possible, ESA will collect quantitative data on <br />the location, vigor and types of cordgrass present in North Marsh prior to implementation <br />of control efforts. Cordgrass populations in the other marshes will also be assessed on a <br />qualitative level. ESA will explore the possibility of obtaining outside funding for future <br />cordgrass control efforts, e.g., from the California Coastal Conservancy. <br /> <br />Task 3: Marsh Inspections <br /> <br />ESA will conduct regular inspections of marsh conditions at the City's request. <br />Inspections will include, but not be limited to, investigations of the impending levee <br />breach and collection of baseline conditions within Bunker Marsh designed to facilitate <br />assessment of potential changes in conditions resulting from levee failure <br /> <br />Task 4: Complete Operations Manual <br /> <br />Task 4 entails development of a systematic and user-friendly manual intended for general <br />application, to provide consistency in approach to the Shoreline Marshlands even when <br />responsible personnel change. Like its previous draft version, it would include sections <br />on tide gate maintenance and operation; cordgrass control; public access and non-native <br />predator control; relationship to other management areas (Citation Marsh, DMMS); and <br />long-term monitoring. The Manual covers the entire Shoreline Marshlands, including <br />East and Bunker Marshes in addition to North Marsh, and the attached budget reflects <br />time for an updated field assessment of these areas. <br /> <br />The Manual, which will be scheduled for revision every five years, will discuss <br />additional programs or actions which might enhance the Marshlands from an ecological <br />point of view or as a City asset, such as coordinating/facilitating reintroduction of native <br />species, e.g. Suaeda californica, and increasing public education/involvement. <br /> <br />It is important that, for this product to be useful to the City, it be reviewed and accepted <br />in a way formal enough to persist through time, and not be lost as a simple consultant's <br />report. At a minimum, ESA will prepare this in a binder format (including all <br />appendices) and submit 12 copies for transmittal to other City staff and departments. <br /> <br />We would complete Tasks 1 through 4 no later than December 31, 2006. Our budget is a time- <br />and-materials scope of work, not to exceed $29, 913.
