CITY OF SAN LEANDRO SHORELINE
MARSHLANDS
Ongoing Biological Assessment and
Management Services 2006

The following scope of work for ongoing biological assessment and management services for
2006 builds on the Cordgrass Action Plan and the Draft San Leandro Shoreline Marshlands
Operations Manual that were produced by Environmental Science Associates (ESA) for the City
of San Leandro in 2002 and 2003. In addition, as the City is aware, we gathered new data on the
functioning of North Marsh in 2004.

The text below identifies a total of four tasks to be completed in 2006. The first involves
reporting on our 2004 findings as a stand~alone report, which would also be a technical appendix
to the Operations Manual. Task 2 entails coordinating cordgrass control in North Marsh and
assessing cordgrass populations throughout the marshes. Task 3 involves regular inspections of
marsh conditions at the City's request. Task 4 combines Tasks 1 through 3 into a revised (and
final) Operations Manual.

A budget covering all tasks is included in this scope.

Task 1: 2004 State of the Marsh Report (SMR)

Task 1 will be completed prior to initiating the other tasks outlined below. The
organization of the SMR will generally follow that of the presentation ESA gave to the
City on July 26, 2004.

· Purpose of the Project in 1994

· State of the Marsh in 2000

· North Marsh in 2004

);> Hydrology

);> Tidal Channel Development

);> Vegetation

San Leandro Shoreline Marshlands
Scope of Work:
Ongoing Biological Assessment and Management Services

Environmental Science Associates / 204269
Submittal Date: May 26, 2006
