<br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2006-075 <br /> <br />(3087) <br /> <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />CONSENTING TO THE USE OF REDEVELOPMENT AGENCY FUNDS AND APPROVAL <br />OF PLANS AND SPECIFICA nONS AND CALL FOR BIDS FOR DOOLITTLE DRIVE <br />ENTRYW A Y IMPROVEMENTS, PHASE 1 AND 2, PROJECT NO. 230-43-155 <br /> <br />Recitals <br /> <br />WHEREAS, California Redevelopment Law at Health and Safety Code Section 33445 <br /> <br />provides that a redevelopment agency may, with the consent ofthe legislative body, pay all or a <br /> <br />portion of the cost ofthe construction of any building, facility, structure, or other improvement, <br /> <br />which is publicly owned either within or without the project area; and <br /> <br />WHEREAS, on June 16, 2004, the Redevelopment Agency of the City of San Leandro <br /> <br />(the "Agency") issued $5,500,000 in Tax Allocation Bonds for the West San LeandroIMacArthur <br /> <br />Boulevard Redevelopment Project Area to assist in financing, in part, the Doolittle Drive <br /> <br />Entryway Improvements, Phase 1 and 2, Project No. 230-43-155; and <br /> <br />WHEREAS, the Agency has determined that tax increment funds are also available from <br /> <br />the West San LeandrolMacArthur Boulevard Redevelopment Project to assist in financing, in <br /> <br />part, the Doolittle Drive Entryway Improvements, Phase 1 and 2, Project No. 230-43-155; and <br /> <br />WHEREAS, the Agency has made the findings required by Section 33445 and has <br /> <br />determined that no other means of financing the installation of the Doolittle Drive Entryway <br /> <br />Improvements, Phase 1 and 2, Project No. 230-43-155, is available to the community in that the <br /> <br />only other possible source of funding is through the use of the City's General Fund, which is <br /> <br />pledged for the provision of essential city services for the residents ofthe City. <br />
