The program is utilized by <br />the community to ensure equitable rent increases and is applicable to multi-family residential <br />properties of three units or more and also includes mobile homes if a tenant rents the mobile <br />housing unit. <br /> <br />Staff recommends that the City Council review and approve the annual Rent Review Program <br />Evaluation for June 2005 through May 2006. <br /> <br />BACKGROUND <br /> <br />Title IV, Chapter 32, Article 5, 4-32-500 of the City's Municipal Code requires an annual review <br />of the Rent Review Program by the City Council. Since May 2001, the Rent Review Program <br />has been an integral part of the Housing Services Division. The Rent Review Program has <br />proven to serve as a helpful resource for landlords and tenants that seek information regarding <br />lawful and reasonable rent increases. <br /> <br />Annual Rent Review Pro2ram Evaluation (June 2005 - Mav 2006) <br /> <br />From June 2005 to May 2006, two (2) tenants requested Rent Review Program assistance. <br />However, the complaints were resolved administratively. Since the complaints were resolved <br />there have been no hearings over the past year at the Rent Board level. <br /> <br />The average rents in San Leandro increased by 68% between 1996 and 2001, while between <br />2002 and 2005 rents decreased modestly by 8.0% (see Attachment A: Rental Housing Market <br />
