The Advisory Board further detemlined that the <br />Fiscal Year 200()-07 operational and financial plan is in acceptable order and that the Fiscal Year <br />2006-07 BID asseSSlllent should remain at $10,88 per employee plus a $25,00 base fee, the rate <br />adopted by the City Council through Ordinance 2005-017, <br /> <br />Staff reeolllmends that the City Council adopt the Resolution aeccpting the Wcst San Leandro <br />Shuttle Business Improvcment District Advisory Board 2006-07 Annual Report as submitted. <br /> <br />BACKGROUND <br /> <br />Analvsis <br /> <br />In September, 2005, the City Council approved Ordinance No. 2005-017 that re-established the <br />West San Leandro Shuttle Business Improvelllent District (BID), The BID provides funding for <br />a shuttle service to West San Leandro, commonly known as the LINKS. The ordinance det~ned <br />the boundaries of the BID, the amount of the annual assessment, the approved use of the <br />aSSCSSlllent funds and the effective period of the assessment At that tirnc, the City Council <br />directed staff to convene an Advisory Board each year (established by the City Council by <br />Resolution No. 2004-153 on October 4,20(4) to review the performance of the LINKS Shuttle, <br />
