<br />CITY OF SAN LEANDRO <br /> <br />STAFF REPORT <br /> <br />APPROVED AND <br />FORWARDED <br />TO crrV,COUNCIL <br /> <br />Uchenna Udcmezue, Directo <br />Engineering and Transportation epartment <br /> <br /> <br /> <br />DATE: <br /> <br />December 18, 2006 <br /> <br />TO: <br /> <br />John Jcrmanis, City Manager <br /> <br />FROM: <br /> <br />BY: Kenneth Joseph, City Engineer <br /> <br />SUBJECT PRO.JECT/PROJECT DESCRIPTION: <br /> <br />RESOLUTION OF AWARD OF CONTRACT TO JMB CONSTRUCTION, INC.FOR THE <br />WATER POLLUTION CONTROL PLANT (WPCP) EFFLUENT IRRIGATION PROJECT, <br />PROJECT NO. 06-593-52-219, AND APPROPRIATION OF WPCP ENTERPRISE FUNDS IN <br />THE AMOUNT OF $726,000. <br /> <br />This project provides for construction of facilities to treat and deliver rccycled water to the <br />Marina Golf Coursc and Tony Lema Golf Course. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff rccommends award of contract to the low bidder, JMB Construction, Inc., in the amount of <br />$1, I 00,000.00 for the subjcct project, and appropriation of WPCP enterprise funds in the amount <br />of $726,000 for the subject project. <br /> <br />BACKGROUND <br /> <br />The potable water supply from thcEast Bay Municipal Water District (EBMUD) is finite, and <br />will evcntually limit both our cconomy and the population in thc East Bay area. The State of <br />California, rccognizing that the water supply will one day limit our growth, has implemented a <br />program to reduce demand on potable watcr supplies by using rccycled watcr. The Statc is <br />providing grant funds to agencies to encourage recycled water use, and thc City of San Leandro <br />was awardcd a grant for this purpose. <br /> <br />The City of San Leandro's Water Pollution Control Plant (WPCP) currently treats wastcwater <br />and then discharges the watcr into the San Francisco Bay. The City's discharge pipeline runs <br />southerly from the WPCP along Neptunc Drive and Monarch Bay Drive to the East Bay <br />Dischargers Authority pipeline located ncar the San Leandro border. However, this water can bc <br />reuscd in certain areas. The American Golf Company currently uses large quantities of high <br />quality potable water to irrigate thc golf course, but rccycled water treated at the WPCP can be <br />uscd at the Golf Coursc to reducc the demand on the EBMUD water supply. <br /> <br />Analysis <br />
