<br />neighborhood, the owners, Jake and Musa Francisco, undertook a dramatic renovation <br />and repositioning strategy for the restaurant which included a name change, an upgraded <br />and expanded menu and significant renovations to the restaurant. The scope of <br />improvements included a complete interior renovation with new, international~inspired <br />artistic lighting, a change of the interior color scheme and renovated dining, banquet, <br />kitchen and restroom l~lcilities. <br /> <br />Recognizing the need to enhance the image of the restaurant and match the character of <br />the recently completed MacArthur Boulevard Streetscape Project, the owners developed <br />a rehabilitation plan for the exterior of the building. To correspond with the already <br />completed interior renovations, the proposed exterior improvements include a new <br />building fayade with a taller parapet to screen the rooftop mechanical equipment, a new <br />stucco finish to the exterior, tile architectural accents, parking lot repair and <br />reconfiguration, and landscape improvements. The proposed improvement plan is <br />consistent with the economic development objectives of the West San <br />Leandro/MacArthur Redevelopment Plan. <br /> <br />To date, the owners have already invested more than $600,000 in plans, interior <br />renovations and structural work on the building. This amount includes the total sum of <br />all the interior improvements and the preliminary work for the exterior improvements. <br />The remaining exterior improvements to the building will cost approximately $250,000 <br />with an additional $75,000 needed to repair and landscape the adjoining parking lot. <br />StatT is also recommending that a "Dining on MacArthur" marketing plan be developed <br />to promote all of the full~service restaurants in the immediate area as a cohesive dining <br />destination. <br /> <br />In summary, the major provisions ofthe proposed or A are as follows: <br /> <br />. A grant in the amount of $250,000 to fund exterior renovations to the restaurant <br />building recognizing the more than $600,000 of private funds already invested in <br />the renovation and repositioning strategy. Pinal building elevations are subject to <br />approval by Agency staff prior to construction. <br /> <br />. A small portion of the public right~of~way shall be vacated by the City of San <br />Leandro to allow for the construction of the fayade improvements. With the <br />completion of the MacArthur Streetscape Project, the right~of way is no longer <br />needed for public purposes. This will require separate action by the City of San <br />Leandro at a later date. <br /> <br />. A grant in the amount of $75,000 to repair, slurry coat and re~stripe the adjoining <br />parking lot and add a landscaped buffer between the lot and the sidewalk. The <br />owners will be required to keep the lot open and available to the public during <br />regular business hours. <br /> <br />. The Agency agrees to fund a "Dining on MacArthur" marketing campaign in the <br />amount of $25,000 to help re~establish the Vila Cereja restaurant and promote <br />
