<br />CITY OF SAN LEANDRO <br />ST AFF REPORT <br /> <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br /> <br /> <br />DATE: <br /> <br />December 18, 2006 <br /> <br />SUBJECT: <br /> <br />John Jermanis, City Manager <br /> <br />Marian Handa, City Cler~ <br /> <br />MATTER OF APPOINTMENT PROCESS FOR FILLING CITY COUNCIL <br />DISTRICT 6 VACANCY <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />At the December 4, 2006 City Council meeting, the City Council discussed the appointment process <br />for filling the upcoming District 6 City Council vacancy and provided input and made changes to the <br />process. It is recommended that the City Council declare its intention to fill the upcoming District 6 <br />Council vacancy by appointment; direct staff to provide public notice of the vacancy and application <br />process; and approve the process for filling the District 6 Council vacancy created by the election of <br />District 6 City Councilmember Tony Santos as Mayor. <br /> <br />BACKGROUND <br /> <br />Current District 6 City Councilmember Anthony B. "Tony" Santos was elected Mayor in the <br />November 7, 2006 Special Election. When Mr. Santos assumes the office of Mayor on January 1, <br />2007, he will vacatc his position as District 6 City Councilmember. <br /> <br />Section 250 of the City Charter provides for filling a Council vacancy by appointment of the Council. <br />The Council has sixty days after the existence ofthc vacancy in which to make the appointment. If the <br />Council fails to fill the vacancy within sixty days (March 2, 2007), it must call a special election. <br /> <br />At its December 4, 2006 meeting, the City Council reviewed the appointment process and timeline <br />proposed by staff, and made the following additions/changes to the process: <br /> <br />. The applications, forms and instructions will be made available on the City's website <br />. If it is necessary to narrow the field of applicants to be interviewed, the narrowing process will be <br />conducted during a public meeting <br />. Applicants will collect 20 nomination signatures of registered voters in District 6 <br />. An ad hoc committee of the Council will be appointed to develop interview questions <br /> <br />These changes have been incorporated into the proposed appointment process. <br />
