Council District 6 Appointment Process

December 18, 2006

ELIGIBILITY AND APPLICATION

Interested persons would submit an application for consideration. To be considered for appointment,
applicants must be registered voters residing in District 6 on the date of the appointment and for 30
days immediately preceding the appointment. Applicants would also be required to submit the
signatures of 20 registered voters residing in District 6. After the close of the application period,
copies of the applications would be forwarded to the Council.

SCREENING

The Council could determine the number of applicants to be interviewed. Staff suggests limiting the
number of applicants to be interviewed to four or five. In the event more applications are received
than the number of applicants to be interviewed, the Council could conduct a narrowing process at a
public meeting to choose the applicants it wishes to interview. The applicants chosen to be
interviewed would be invited to a Special City Council Meeting.

SELECTION

After interviews have been conducted, the Council can choose to deliberate at the same meeting or
reserve discussion and selection/appointment to its next regular meeting.

TIMELINE

The following is a suggested timeline for the appointment process:

December] 8. 2006 - The City Council declares its intention to appoint someone to fill the upcoming
District 6 Council vacancy and directs staff to provide public notice of the vacancy and the
appointment process.

December 21-26, 2006 - Notice of Vacancy and Appointment Process to be published in the Daily
Review and San Leandro Times

*** City offices closed from Monday, December 25,2006 - Monday, January 1, 2007 ***

January 2. 2007 (Regular City Council Meeting)
. Ad hoc committee appointed to develop interview questions.
. Applications and information available online or at the City Clerk's Office during normal business
hours.

January 26,2007.5:00 p.m. - Deadline for filing applications.

February], 2007 - Applications forwarded to the City Council for review.

February 5.2007 (Regular City Council Meeting) - Field of applicants narrowed (if needed).

February] 2. 2007 (Special City Council Meeting) -conduct interviews with applicants.
