<br />DRAFT MINUTES Page 13 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-December 4, 2006 <br /> <br />Mayor Young pointed out that the Mayor's salary is set by ordinance and could be <br />changed by the Council at any time. She suggested that to capture the spirit of <br />Councilmember Stephens' motion, the Council could consider a smaller increase and/or <br />refer to the Rules Committee a policy for future increases, such as tying the COlillCil's <br />increase with employee salary increases. <br /> <br />Councilmember Santos commented that he felt it was important to establish a higher <br />salary for the Council. He stated that he felt the Council has been remiss in not keeping <br />pace with salary increases as general law cities are allowed to do. <br /> <br />Councilmember Santos made a substitute motion to pass to print both ordinances. <br />Councilmember Starosciak seconded the motion. <br /> <br />. Ordinance No. 2006-019, an Ordinance Establishing Compensation of <br />Councilmembers (establishes monthly salary for a Councilmember at $1,260 per <br />month effective January 1,2007). (1315/1485) <br /> <br />- Passed to Print <br /> <br />M/S/C Santos and Starosciak. Ayes: 4; Noes: 2 (Nardine and Stephens); <br />Abstain: 1 (Grant) <br /> <br />. Ordinance No. 2006-020, an Ordinance Establishing Compensation ofthe Mayor <br />(establishes base salary for the Mayor at $2,520 per month effective January 1, <br />2007). (1315) <br /> <br />- Passed to Print <br /> <br />M/S/C Santos and Starosciak. Ayes: 4; Noes: 2 (Nardine and Stephens); <br />Abstain: 1 (Grant) <br /> <br />With the consensus of the Council, Mayor Young referred to the Rules and <br />Communications Committee discussion of the policy and process [or determining City <br />Council compensation, and she requested a salary survey of cities of comparable size in <br />Alameda County. <br /> <br />10. ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />A. Matter of Discussion Regarding the Draft Strategy Plan Concepts Report Related to the <br />Downtown Transit Oriented Development (TaD) Strategy (provides updates to City <br />Council and seeks comments from City Council to the Downtown TaD Strategy <br />Citizen Advisory Committee and consultants).
