<br />DRAFT MINUTES Page 14 <br />City of San Leandro City COlilleil and San Leandro Redevelopment Agency Joint Meeting-December 4, 2006 <br /> <br />Community Development Director Hanson Horn gave a PowerPoint presentation <br />describing the preliminary land use concept and framework elements of the Downtown <br />TOD Strategy. Mr. Horn described the Land Use Plan, including proposed land uses; <br />building heights and use of open space; circulation and parking, including the Parking <br />Plan; improving vehicular and bicycle circulation, and enhancing the pedestrian <br />environment. <br /> <br />Mayor Young asked when the Plan would be completed. Mr. Hom indicated that it <br />would depend upon the EIR, and it is anticipated that the final Plan would be presented <br />to the Council by late July. The Zoning Code amendments would hopefully come to thc <br />Council in Fall 2007. Mayor Young asked if no new projects would be allowed in that <br />area until then. Mr. Horn confirmed there would be no building allowed under the <br />current moratorium unless the Council chose to amend the ordinance. <br /> <br />On the subject of open space, Councilmember Santos asked if either the Westbay/ <br />MacArthur property or the large lot on Elsie are being considered for development as <br />open space. City Manager Jermanis indicated that both properties are currently being <br />considered by housing developers. Mr. Horn noted that there are a few key open space <br />elements: the importance of San Leandro Creek as an open space amenity; the desire to <br />create a Civic Plaza in the downtown area with a strong pedestrian space; the <br />importance of incorporating additional open space and parks for new and existing <br />residents along San Leandro Creek; and strengthening some of the key corridors through <br />the downtown area, such as the creation of a bike path along the railroad tracks. <br /> <br />B. Matter of Appointments of City Councilmembers to Intergovernmental Agencies. <br /> <br />.
