<br />City Manager Jermanis stressed the importance of Eden working with the community as <br />previously proposed affordable family housing on this site raised many concerns such as <br />traffic, proximity to the school, and parking. He also explained that senior housing has less <br />impact on these areas. <br /> <br />Community Development Director Hom stated that Eden had selected a capable arehitect and <br />that conceptual plans and a project pro forma will be brought back to the Business <br />Development Committee for review. <br /> <br />2. MacArthur Boulevard Median Study <br /> <br />City Manager Jemwnis reported that the City agreed to evaluate the adequacy of parking on <br />MacArthur Boulevard following concems from local businesses and that the results of that <br />study, performed by PHA Transportation Consultants (PH A), were presented at the <br />November 2006 Business Development meeting. Additionally, the City retained PHA to <br />evaluate vehicular movement on MacArthur Boulevard and the impact on traffic. City <br />Manager J ennanis introduced Pang Ho and Chuck Dcleuw from PHA. <br /> <br />Pang Ho explained that Chuck Deleuw, a tramc engineer, will be presenting the results of <br />their median access evaluation. Chuck Deleuw reviewed the [our options explored and the <br />pros and cons of those options. The four options included: No modification; Modify median <br />to allow left-turn to and from Lucchesi driveway; Modi fy median to allow northbound lert- <br />tums only into Lucchesi driveway; and, Modify median to create minimum opening to serve <br />left-tums in and out of Lucchesi driveway. A copy of the presentation was distributed and is <br />attached. <br /> <br />Traffic Engineer Chen distributed information regarding cost estimates prepared by City staff <br />for the four options. The cost estimates are also attached. <br /> <br />Engineering and Transportation Manager Udcmezlle explained that the consultants did a <br />good job at laying out altematives to address concems from the Lucchesi's regarding access <br />to their property. He then presented the initial objectives of the MacArthur Boulevard <br />Streetscape Improvement Project, beyond the aesthetic improvements. The primary <br />objectives of the project were to address traffic concerns, specifically, slowing trafflc and <br />reducing the potential for accidents by reducing the possibility [or traffic conflicts. He <br />further emphasized the necessity to leave the median as it is in order to maintain the safety <br />and tralTic improvements that were achieved by the project. Director Udemezue <br />reeommendcd leaving the median as is and reevaluating the situation in approximately six <br />months. <br /> <br />The Committee expressed their concem with taking any action that reduces lighting and <br />agreed that is important to consider the affect of the new homes on traffic. The Committee <br />also agreed that although there are no measurements of jaywalking prior to the streetscape <br />project, that jaywalking as well as illegal left and U-turns oecuned prior to the <br />improvements. <br /> <br />John Faria expressed his concern that the study doesn't address the Luchessi's issues which <br />include truck access and use of their northern driveway as well as the ability for customers <br />heading northbound to access their parking lot. <br /> <br />2 <br />
