<br />Vicky Roy from Vickolina's Beauty Salon shared that there recently was an accident with a <br />truck pulling into the Lucchesis driveway. She also shared that she now works on Sundays <br />and is concemed that the lights are not on at 6 p.m. when it is dark outside. <br /> <br />Bryan Lucchesi explained that the accident was due to difficulty accessing the driveway, <br />especially in the dark. He also complained that the garbage truck frequently misses their stop <br />and they have to call for service. Lastly, he expressed concern regarding fire equipment <br />access to their property. <br /> <br />David Lunge shared his concern that the new houses will bring more cars and the fact that <br />they can't make a left out of the housing complex driveway to head northbound on <br />MacArthur will be a problem. <br /> <br />Diana Lunge shared that lights on the sidewalk would have been nice. <br /> <br />City Manager Jennanis explained that all plans arc reviewed and approved by public safety <br />and there are no issues regarding access to properties. He stated that the City is aware of <br />businesses concerns and that the study will be presented at the West San Leandro/MacArthur <br />Boulevard Redevelopment Advisory Committee next week. He suggested that no action be <br />taken at the present. <br /> <br />Chair Stephens requested that the issue be brought back next year for discussion and the <br />Committee agreed. <br /> <br />3. Discussion Regarding Significant Pending Development Applications <br /> <br />. Proposed Cherry Avenue Rezoning <br /> <br />Planner Barros reported that the owners of the two parcels at 2392 Cherry Street are <br />requesting a rezone from RD- Residential and IL- Light Industrial to CC- Community <br />Commercial District. A Cherry Street Remne map was distributed and is attached. Planning <br />is recommending a remne of the adjoining properties (2385, 2395 and 2411 Washington <br />Avenue) consistent with the General Plan. CC zoning will allow for higher and better use <br />and docs not prohibit residential construction. Residential development will however require <br />a Use Pennit. Director Hom reported that the request for a rezone will go to the Planning <br />Commission and then the full City Council. <br /> <br />. Modification to Planned Development Zone For Westgate Center (1933 Davis <br />Street) <br /> <br />Planner Penaranda introduced a proposal by ScanlanKemperBard Companies (Scanlan), the <br />property owner, to amend the Planned Development for 1933 Davis Street, Westgate Center. <br />Planner Penaranda explained that the owner of the center is having difficulty leasing 40,000 <br />square feet of space on the second floor which was vacated by a check processing business. <br />A trade school and health club, cun-cntly prohibited uses, are interested in leasing the space. <br />Scanlan has retained Fehr & Peers to perfonn the tra1Tic analysis to detel111ine the affect the <br />proposed uses would have on the area. Director Hom explained that this is an opportunity <br />for the City to consider updating the Planned Development to reflect new regulations and <br />ensure thc requirements are consistent with the cun"ent Zoning Code. <br /> <br />3 <br />
