An application for a larger home with over 4,000 square feet or living space would <br />would trigger a higher review process. <br /> <br />Director Ham also reported that the Planning Commission and Board or Zoning Adjustments <br />have discussed several options to address Assembly Uses and are recommending an overlay <br />district strategy. It is anticipated that the proposed overlay district and the required negative <br />declaration will be brought to the Council for approval in February 2007. <br /> <br />Director Hom further shared that BART in partnership with the City, Alameda County and <br />Madison Marquette is continuing work on the Bayfair BART Transit Oliented Development <br />and Station Access Plan and that an upcoming workshop on crime concerns in the <br />unincorporated portions of Alameda County is planned. BART has applied ror a CalTrans <br />grant extension until June 2007 in order to complete development of the Plan. <br /> <br />In response to a request for infornlation from Councilmembcr Badger, Business <br />Development Manager Sims provided an update on the Kelloggs property. Manager Sims <br />reported that Industrial Development Investment Company is planning to purchase the <br />property [rom the cunent owner, Mr. Chapman, as a long-ternl investment. Mr. Chapman is <br />currently cleaning up the property and the new owner plans to bring industrial businesses <br />onto the property. There is interest from food producers. Industrial Development Investment <br />Company will be developing a master plan which may include reorienting access to the <br />property, developing the parcel across the bridge and demolishing old buildings. <br /> <br />6.
