<br />A TT ACHMENT B <br /> <br />City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Staff Report <br /> <br />DATE: December 14,2006 <br /> <br />TO: Planning Commission <br /> <br />FROM: Debbie Pollmi, Planning Manager <br /> <br />SUBJECT: Matter of consideration of amendments to the Zoning Code including: Article 5, <br />adding new Section 2-537 Daylight Plane; Article 5, adding new Section 2-539 <br />Maximum Floor Area Ratio (FAR); Article 5, amending Section 2-574; Article 5, <br />amending Section 2-580; Article 5, amending Section 2-582; Article 5, amending <br />Section 2-584; and amending Article 17, Section 4-1704 related to off-street <br />parking requirements. In addition, Article 24, Section 5-2424 is proposed for <br />amendment to allow condominium conversions [or four (4) residential units or <br />less to be approved administratively by the Zoning Enforcement Official. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />At the direction of City Council, staff has prepared Zoning Code amendments related to vmious <br />regulations for development of single-family homes. These amendments affect development in <br />the following Zoning Districts: Residential Single-Family (RS and RS-40), Residential Single- <br />Family, View Preservation Overlay (RS- VP), Residential Duplex (RD), and Residential Outer <br />(RO) and for any single-family development that may occur in a Multi-Family or Industrial zones <br />(would apply to additions to pre-existing residences only in Industrial). <br /> <br />Staff recommends that the Planning Commission review the proposed Zoning Code amendments <br />and draCt ordinance and make a fonnal recommendation for approval to the City Council. The <br />City Council meeting will be scheduled (and receive separate notification) after consideration by <br />the Planning Commission. <br /> <br />BACKGROUND <br /> <br />In response to an application for a large home in the Bay-O- Vista area (approved by the Board of <br />Zoning Adjustments and currently under appeal by neighborhood residents), the City Council has <br />directed staff to look at amendments to the Zoning Code related to development of large homes <br />and related development standards (such as parking). A joint worksession with the Board of <br />Zoning Adjustments and Planning Commission was held on October 19, with direction [or staff <br />to consider amendments related to establishment of a maximum Door area ration (FAR), <br />
