<br />The proposed new standard for garden features in the RS~ VP District is a result of a recent <br />situation, where a proposed structure did not trigger the need for a building permit. However, due <br />to the height of the garden stmcture and the hillside location, the adjacent resident had concerns <br />over view blockage. Thc proposcd amendments would provide a mechanism for administrative <br />review by the Zoning Enforcement Official, even in those instances where a building pennit may <br />not be triggered. <br /> <br />To address the concem of on-street parking impacts in the RO District, specifically where <br />multiple homes arc allowed on a single property, and also for large homes in any of the R <br />districts, off-street parking standards arc proposed for amendment. As proposed, two-family <br />dwellings in the RO district would be treated the same as in other districts, although tandem <br />parking would still be allowed in the RO district. In addition, a new provision has been added for <br />additional parking for homes in excess of 4,000 square feet in size. <br /> <br />Lastly, Article 24 is proposed for revision, to remove the requirement for a conditional use <br />permit for residential condominium conversions of four or fewer units. As proposed, this <br />application would now be reviewed and acted on administratively by the Zoning Enforcement <br />Official. <br /> <br />GENERAL PLAN CONFORMANCE <br /> <br />The proposed amendments would be in COnfOlTIlanCe with the following General Plan policies: <br /> <br />Policy 2.05 - Alteralions, Additions, and 1nftll: Ensure that alterations. additions and <br />inftll developmenl are compatible .vilh existing homes and mainlain aeslhetical(v <br />pleasing neighhorhoods. <br /> <br />Policy 2.08 - Privacy and Views: Encourage residential alteralions, addiliofls, and new <br />homes to be designed in a manner that respects lhe privacy of nearby homes and <br />preserves access to sunlight and views. Wherever feasihle, new or allered structures <br />should avoid lhe disruption of panoramic or scenic views. <br /> <br />Policy 2.09 - Ofl-Street Parking: Ensure lhat adequate off-street parking is provided Jar <br />new residential uses. Parking should he conveniently localed but ils visual prominence <br />should he minimized. <br /> <br />As proposed, the new development regulations would provide additional guidance for the <br />property owners, and would allow more specific standards for analysis by the Zoning <br />Enforcement Official and stall, all of which would help to ensure that new <br />development/additions are compatible with the neighborhood; respect the privacy of nearby <br />homes; and provide adequate off-street parking. <br /> <br />Planning Commission Staff Rcport <br />Residential Developmcnt Standards <br /> <br />December 14, 2006 <br />Page 30[5 <br />
