<br />R~siden1 ial Development Standards <br />Amcndmcnts to Ar1icIes 5, 17 and 24 <br /> <br />3 <br /> <br />January 16, 2007 <br /> <br />City's existing design guidelines that are currently utilized for residential applications, and would <br />further assist the public in their proposals, and staff and the decision-making bodies in reviewing <br />applications. <br /> <br />The proposed new standard [or garden features in the RS- VP District is a result of a recent <br />situation, where a proposed structure did not higger the need for a building permit. However, due <br />to the height of the garden structure and the hillside location, the adjacent resident had concems <br />over view blockage. The proposed amendll1ents would provide a mechanism for administrative <br />review by the Zoning Enforcement Official, even in those instances where a building pelll1it may <br />not be triggered. <br /> <br />To address the concern of on-street parking impacts in the RO District, specifically where <br />rnultiplc homes are allowed on a single property, and also for large homes in any of the R <br />districts, off-street parking standards are proposed lor amendment. As proposed, two-family <br />dwellings in the RO district would be treated the same as in other districts, although both the <br />Board or Zoning Adjustments and the Planning Commission suggested that consideration by <br />staff on a case-by-case basis be given [or tandell1 parking in all R districts. In addition, a new <br />provision has been added for additional parking for homes in excess of 4,000 square [eet of <br />living area or with more than four bedrooms. <br /> <br />Lastly, Article 24 is proposed for revision, to remove the requirement [or a conditional use <br />pe1111it for residential condominium conversions of four or [ewer units. As proposed, this type o[ <br />application would now be reviewed and acted on administratively by the Zoning Enforcement <br />alllcia!, with the same submittal/review requirements as are currently required. <br /> <br />The remaining amendments would provide intemal consistency related to the proposed additions to <br />the Zoning Code. <br /> <br />Current City Council Policy <br />Not applicable. <br /> <br />Previous City Council Action <br />Not applicable. <br /> <br />City Council Committee Review and Action <br />This item was presented by staff at the October 12 Business Development Subcommittee <br />meeting. <br /> <br />Applicable Geneml Plan Policy <br />The proposed amendments would be in conformance with the following General Plan policies: <br /> <br />Policy 1.05 n.
